Description:
The Interior Gas Utility (IGU) has an exciting opportunity for an experienced General Manager (GM) with a range of knowledge and skills covering: natural gas supply, liquefaction, transport, storage, regasification, and system buildout of a public natural gas utility. This is an excellent opportunity for an entrepreneurial executive to lead, manage, and direct an expanding public natural gas utility in Interior Alaska.

The IGU was formed as a community answer to an energy crisis of high heating costs and poor air quality by building a natural gas utility to bring natural gas to the community at an affordable price. The natural gas utility was established in 2012 and is governed by a seven member Board of Directors.

The IGU’s vision is to provide, throughout the Fairbanks North Star Borough, the lowest cost gas to the largest number of people safely, economically, and as quickly as possible. The IGU seeks an individual who will focus on facilitating public and private partnerships and share in the passion and dedication of this community vision.

The GM will work directly for the IGU Board under a multi-year employment contract.

Duties:
The IGU General Manager oversees all operations within the service area. The General Manager hires, organizes and directs a staff of 33 liquefaction, operations, and administrative IGU employees, all who work in tandem to ensure natural gas is available to IGU customers in a safe, timely and efficient manner.

The IGU General Manager leads the development of business plans for supply, liquefaction, transportation, storage, distribution, services and conversions to support gas sales; recommends to the Board of Directors short-range and long-range plans and implements operational and business plans.

The General Manager provides executive leadership to develop and expand IGU. This includes the development of goals, objectives, policies and procedures; preparation of action plans related to key strategic initiatives and support the successful transition of safe, reliable gas system operations while ensuring competitive rates and superior customer service; prepares an operations plan, budget, and capital financing plan to support asset management.

Oversees and manages the Gas Distribution System Operation, Maintenance and Management contract; collective bargaining, Project Management contracts for professional services for design and construction of a system build out, financial planning, and public outreach programs. In addition to the office portion of the job, this responsibility entails 24/7 availability and can require working in harsh climates under extreme conditions.

Communicates with varied stakeholders including the Board of Directors, governmental bodies, business leaders, industry and the public. Uses communication planning methods to identify audiences, and to develop metrics to measure and evaluate communication success in furthering the goals of IGU. Informs and updates the Board on results of the operations and carries out approved policies, plans and programs. Seeks advice and obtains necessary approvals with the Chair of the Board, and prepares the agenda for the Board Meetings. Oversees the fiscal affairs of the natural gas utility, including composition of the capital structure, financing arrangements and operating budgets. Serves as the primary representative for IGU to the Alaska State Legislature, the Governor’s office and the political sub-divisions in Alaska for the purpose of building consensus and support for infrastructure projects and business initiatives of IGU and to coordinate and procure resources. Maintains an effective working relationship with the Regulatory Commission of Alaska and other state agencies critical to the success of the IGU.
Maintains positive relationships with US Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA) officials on the construction and operation of all natural gas distribution and liquified natural gas facilities. Formulates policies and procedures (for Board approval) as necessary for the successful development and operation of the natural gas utility. Analyze problematic situations and occurrences and provide solutions.

Responsible for creating a healthy work culture within the IGU that invokes pride and initiative within partners and employees in providing low cost, natural gas to the Fairbanks North Star Borough residents.

Qualifications

Required Skills & Experience:
This position will be charged with providing leadership, vision and direction to a growing natural gas distribution system.

Leadership attributes that will differentiate the successful candidate will be the demonstrated ability to collaborate with a multi-disciplinary team of contractors and to engage community members in a meaningful discussion while balancing a wide spectrum of community input.

The position also requires an understanding the volatile nature of the broad political and legal environment in which the successful candidate will be working and the managerial courage to provide direction that will result in IGU’s long-term safety and success, amidst constant public scrutiny.

Minimum levels of education and experience are as follows: Bachelor’s degree and five years of natural gas utility operational leadership experience or Master’s degree in business, engineering, or a related field and two years of operational leadership experience with a natural gas utility. Higher levels executive leadership and longer terms of experience are preferred.

Knowledge of principles, practices and procedures of natural gas utility operations, functions, planning and administration. Executive leadership experience in operating a natural gas utility is highly desirable. Responsibility and knowledge in as many of the following areas as possible: liquefaction, transportation, storage and regas, distribution, and capital build-up is preferred.

Entrepreneurship skill with insight and vision to develop energy business growth structure for supply, transmission, liquefaction, storage, distribution, services, communication and customer appliance conversions to natural gas.

Outstanding communications skills and comfort in speaking publicly and with the media.

Ability to work under pressure, manage workload effectively and delegate as needed.

Well-established leadership skills. Ability to building open, cooperative relationships with partners and employees to listen, probe, challenge, clarify and foster insights in individuals. Willing to build company image by collaborating with customers, government, community organizations, and employees; enforce ethical business practices.

Exhibit strong financial intelligence to support the gas delivery system by developing means to create revenue, identify markets, determine financial needs, and manage risk.

Mastery level experience in finance, organizational management, strategy, board relations, media relations, public engagement, and government relations.
